Authority and funding mechanism
- The Civil Aeronautics Administration must keep the additional passenger amounts in a separate account.
- The National Action Committee on Anti-Hijacking (NACAH) is authorized to spend the collected amounts.
- NACAH must use the funds to provide infrastructures, equipments, supplies and personnel for itself and its components.
- NACAH’s authorized components include the Secretariat, the Aviation Security Command (AVESCOM), and the Press Center.
- NACAH may also use the funds for such other purposes to its functions.
Passenger fee assessment rules
- The Director of Civil Aviation must collect, in addition to current airport (terminal) fees, additional passenger amounts from every departing passenger.
- The additional fee on international flights is Ten (P10.00) pesos.
- The additional fee on domestic flights is Three (P3.00) pesos.
- The collection requirement applies to every departing passenger, covering both international and domestic departures.
Permitted uses of the collected fees
- The collected amounts are designated for NACAH to provide infrastructures.
- The collected amounts are designated for NACAH to provide equipments.
- The collected amounts are designated for NACAH to provide supplies.
- The collected amounts are designated for NACAH to provide personnel.
- The funds are for NACAH itself and its components, including the Secretariat, AVESCOM, and the Press Center.
- The funds may be used for other purposes to its functions.
Exemption from specified circulars
- Purchases made pursuant to this directive are exempt from Presidential Memorandum Circular Nos. 518, 593, and 192.
- The exemption covers Series of 1971, 1972, and 1971, respectively, as referenced in the instruction.
