Scope of Veterinary Practice
- General veterinary practice presumed unless clinic is specialty-designated.
- Possible specialization limited by animal species (e.g., dogs, cats, birds, reptiles).
Facility Environment Standards
- Surgery rooms must be air-conditioned or screened to prevent insect entry.
- Surgery rooms must be separate from other rooms.
Definitions
- Anesthesia: State rendering patient insensible to sensations.
- Anesthetic: Agents producing anesthesia.
- Animal Patient: Animal receiving veterinary care.
- Licensed Veterinarian: Registered DVM with current PRC registration and professional tax receipt.
- Non-Surgical Clinic: BAI-registered clinic limited to diagnosis and treatment, no surgery.
- Small Companion Animal: Dogs, cats, birds, small reptiles, and other household animals.
- Surgery: Procedures involving incision/excision under anesthesia.
- Surgical Clinic: BAI-registered clinic authorized for surgery.
- Treatment: Management of sick animals through care and medication.
- Veterinary Hospital: BAI-registered facility equipped for diagnosis, treatment, and surgery.
Minimum Requirements for Registration
Non-Surgical Clinic
- Personnel: 1 licensed veterinarian and 1 veterinary aide.
- Documentation: PRC registration, PTR, veterinary diploma, drug licenses available for inspection.
- Reading Materials: Veterinary books and drug index available.
- Prescription Pads and Vaccination Certificates: Properly formatted and personalized as required.
- Physical Facilities:
- Reception room: Well-lit, ventilated/air-conditioned, accommodates 3 clients, furnished with chairs, table, filing cabinet, communication devices.
- Examination room: Well-lit, ventilated, equipped with examination table, sink, medicine cabinets.
- Equipment: Refrigerator, weighing scale, muzzles, oxygen cylinder, syringes, stethoscope, thermometer, microscope, bandages, emergency pack, medicines (anesthetics, vaccines, antibacterials).
- Cage room: Separate from other rooms, accommodates 3 cages of various sizes, cages made of screened durable materials with proper drainage.
- Restroom: Maintained clean.
Surgical Clinic
- Meets all non-surgical clinic requirements plus:
- Surgery room: Well-lit, ventilated or air-conditioned, or screened with exhaust fan.
- Operating table, metal pail, surgical lamp.
- Surgical instruments: Tray with specified forceps, scissors, scalpels, thumb forceps, needle holders, retractors, drapes, gloves, masks, gowns, surgical threads.
- Provisions for proper disposal of unclaimed deceased animals.
Veterinary Hospital
- Personnel: At least 2 licensed veterinarians, receptionist/secretary/medical technologist, 2 veterinary aides.
- Facilities: Similar to surgical clinic, with larger reception and cage rooms.
- Laboratory capabilities for hematology, blood chemistry, urinalysis, and fecalysis.
- Instruments: At least two surgical packs; medicines twice the clinic requirements.
- Provision for emergency case service outside regular hours.
Penalties
- Violations of any provisions subject to penalties under the law.
Separability Clause
- Declared unconstitutional or illegal provisions do not affect the validity of other provisions.
Repealing Clause
- Existing orders or regulations inconsistent with these provisions are repealed or modified.
Effectivity
- Regulation takes effect 15 days after publication in a newspaper of general circulation.
