Authority and Powers of the Professional Regulatory Board of Guidance and Counseling
- The Board is empowered to promulgate rules and regulations, including the Code or Manual of Technical Standards for Guidance Counselors, pursuant to R.A. No. 9258.
- It adopts necessary measures to uphold high ethical and professional standards in the practice of guidance and counseling.
- The Board is tasked to investigate violations of the Code of Technical Standards and to render preliminary decisions, orders, or resolutions against offenders.
- It has authority to issue, suspend, revoke, or re-issue licenses, including Certificates of Registration and Professional Identification Cards for guidance counselors.
Grounds for Suspension or Revocation of Certificate of Registration
- Under Section 24, Article II of R.A. No. 9258, a certificate of registration may be revoked or suspended for violations of the Code of Technical Standards for Guidance Counselors.
Prohibition of Unethical Practices
- Any unethical practice in guidance and counseling, as defined by the Code of Technical Standards prepared by the Board, is expressly prohibited.
Development and Promulgation of the Code of Technical Standards
- The Code was drafted by the Board in consultation with the Interim Accredited Professional Organization of Guidance Counselors and other affiliated associations.
- It was submitted to the Commission for approval and incorporated as part of the rules and regulations governing the practice under the Guidance and Counseling Act of 2004.
Administrative Penalties for Violations
- Registered and licensed guidance counselors who violate the Code shall be administratively liable under Section 24, Article III of R.A. No. 9258 and the relevant Board Resolution (No. 02, Series of 2007).
Separability Clause
- If any part of the Code is declared unconstitutional or invalid, the remaining provisions not affected shall remain valid, enforceable, and operational.
Effectivity of the Resolution
- The Code takes effect fifteen (15) days after its full and complete publication in the Official Gazette or a newspaper of general circulation in the Philippines.
- Copies are to be furnished to the Philippine Guidance and Counseling Association, the Interim Accredited Professional Organization, and the Registered Integrated National Organization of Registered and Licensed Guidance Counselors for dissemination.

- The resolution is signed by the Officer-in-Charge, a Board Member, the Secretary of Professional Regulatory Boards, and Commissioners.
