Four-Stage Examination Process for CES Eligibility
- CESB Resolution No. 459, s. 2002 introduced a four-stage eligibility examination:
- Management Aptitude Test Battery (MATB)
- Assessment Center (AC) - assessment of managerial capability and competence via simulation exercises.
- Interview by the CESB
- Validation of Performance on-the-job

- Second stage in the CES eligibility examination.
- Consists of simulation exercises to evaluate examinee’s managerial skills and potential.
Old Policy on Assessment Center Retake
- Under CESB Resolution No. 137, s. 1996:
- First failure at AC: applicant allowed one retake at own expense, subject to recommendation by Development Academy of the Philippines (DAP).
- Second failure at AC: applicant must retake MATB before eligibility to take AC again.
New Rules on Assessment Center Retake
- Applicants may take the AC a maximum of three (3) times.
- After three attempts, applicants are disqualified from continuing the CES examination process.

- Revised rules affect applicants who took AC under the old policy.
- Guidelines ensure consistent implementation regarding AC retakes.
Clarificatory Guidelines on AC Retake Implementation
- Applicants taking AC for the first time after effectivity of CESB Resolution No. 459, s. 2002 may only attempt AC three times.
- Those who failed AC once before the effective date can retake AC a second time under old policy rules:
- Retake allowed at applicant’s own expense if recommended by DAP assessors.
- Failure after second attempt requires retaking MATB.
- Once MATB retaken, new rules apply thereafter.
- CESB will shoulder the cost of the first AC attempt only for applicants identified under the specified section of CESB Resolution No. 459.
- Any AC retake after a MATB retake requires payment by the applicant.
Effective Date
- The guidelines take effect fifteen (15) days after publication in the Official Gazette or a newspaper of general circulation.
