Coverage and covered worker categories
- The advisory applies to the processing of Household Service Workers (HSWs), male or female, employed in a household setting.
- Household settings covered include domestic helper, servant, babysitter, nanny, caregiver, caretaker, family driver, private nurse, private tutor, gardener, cook, and similar positions working in a family home.
- HSWs covered are hired through foreign placement agencies or deployed directly to employers.
- The advisory also applies to Low/Semi-skilled Female Workers (LSFWs) hired through foreign placement agencies or the POEA Name Hire Facility.
- LSFW coverage extends to LSFWs that fall under skill categories enumerated under POEA Memorandum Circular No. 5, Series of 2009.
Exit clearance processing documentary requirements for HSWs
- The processing documentary requirements for Household Service Workers (HSWs) require an individual employment contract duly verified by the Philippine Overseas Labor Office (POLO).
- The HSW requirements require the National Certificate for Household Service Workers (HSW-NCII) from TESDA.
- The HSW requirements require an OWWA Certificate of attendance in Comprehensive Pre-Departure Education Program (CPDEP).

- For electronic submission system processing, the original copies of the individual verified employment contract and visas must be presented to the Landbased Processing Center.
- For electronic submission system processing, copies of the individual verified employment contract and visas must be submitted upon processing.
Compatibility with other issuances
- All other POEA issuances providing for documentation and processing requirements that are not inconsistent with the advisory continue to apply.
