Certificate of Emission Compliance (CEC) for Renewal and Retrieval
- Required for annual registration renewal and retrieval of confiscated license plates due to smoke belching.
- Issued by Private Emission Testing Centers (PETCs) accredited by the Department of Trade and Industry (DTI) and authorized by the Department of Transportation and Communications (DOTC).
- Validity period of 60 days from the date of testing and issuance.
- Covers motorcycles and tricycles.
- Not required for miscellaneous registration transactions like change of ownership or engine/chassis modification.
- Testing and issuance for vehicle or license plate retrieval may also be done by LTO testing centers.
Certificate of Compliance to Emission Standard (CCES) for Specific Registrations
- Required for the initial or first registration of second-hand Completely Built-Up (CBU) imported motor vehicles.
- Also required for rebuilt motor vehicles.
- Issued exclusively by the Department of Environment and Natural Resources (DENR).
Certificate of Conformity (COC) for Brand-New Vehicles
- Required for initial or first registration of brand-new motor vehicles, including locally manufactured, assembled Completely Knocked-Down (CKD), and imported CBU vehicles.
- Also applies to motorcycles.
- Issued by the Environmental Management Bureau (EMB) under DENR.
- Implementation of issuance to be advised by DENR/EMB directly to concerned parties.
Enforcement and Implementation
- All Land Transportation Office (LTO) district chiefs are directed to strictly implement the memorandum for clients’ convenience.
- Supercedes all prior orders or memoranda inconsistent with these issuance requirements.
- Emphasizes compliant registration aligned with emission standards to promote air quality and environmental protection.
