Submission and Approval of Travel Requests
- Requests for authority to travel abroad by the specified government officials must be submitted to the Office of the President for approval.
- Requests must be submitted at least ten (10) days before the expected departure date.
- This time frame is intended to allow sufficient evaluation time for each request.
- Despite prior delegations under Executive Order No. 401 (1990) and Memorandum Circular No. 7 (September 30, 1992), some requests are improperly still submitted to the Office of the President.
Designation of Acting Officials
- Government officials traveling abroad must designate an Acting or Officer-in-Charge to manage their duties during their absence.
- This applies to heads of government offices, including government-owned or controlled corporations and local government units.
Requirements for Travel Authorization Requests
- Requests must be accompanied by a detailed and itemized estimate of expenses, including:
- Fare
- Per diems
- Hotel accommodations
- Pre-travel expenses
- The chargeability of each expense must be clearly indicated.
Limitations and Conditions on Travel
- Travel abroad for private purposes or while on leave of absence shall not exceed ten (10) days.
- Any prolonged absence beyond ten days must be properly justified and explained.
Implementation
- The Memorandum Circular takes effect immediately upon issuance on October 27, 1992.
- The directive is addressed to all heads of departments, bureaus, offices, government-owned or controlled corporations, and local government units.
Observations and Purpose
- The Circular addresses problems where travel requests are submitted late, with incomplete or missing supporting documents.
- Emphasizes adherence to existing delegation and clearance rules to streamline processing and uphold administrative discipline.
