  • The grant of Provisional Authority must be stamped on each photocopy submitted.

Documents required for timely CPC filing

  • To facilitate the timely filing of an Application for Issuance of CPC before June 19, 2014, only the following documents are required to be filed at the time of submission:
    • (1) Four (4) copies of Verified Application Form; and
    • (2) Certificate of Registration (CR) and Official Receipt (OR) of the units applied for, in the name of the applicant or being leased by the applicant.
  • Additional documentary requirements must be submitted on the date of the hearing of the application.

Stamping of provisional authority and validity end date

  • Upon filing the Application for New/Issuance of CPC and payment of the filing fees, the grant of Provisional Authority must be stamped on the application using the required stamp format.
  • The stamp format must state that the application copy with attached official receipt of payment of filing fee under OR No. ______ serves as the provisional authority to operate a truck for hire service using plate no. ______.
  • The stamp must state the provisional authority is valid up to October 17, 2014.
  • The stamp is to be signed by the Acting Chief of the Technical Division or Regional Director.

CPC or substitution petitions filed after effectivity

  • Trucks covered by an Application for Issuance of CPC or a Petition for Dropping and Substitution filed after the effectivity of LTFRB Memorandum Circular No. 2014-008 but on or before October 17, 2014 are given provisional authority to operate only up to October 17, 2014.
  • Trucks covered by an Application for Issuance of CPC or a Petition for Dropping and Substitution filed after October 17, 2014 may be issued a Provisional Authority pursuant to LTFRB Memorandum Circular No. 2012-022.

Trailers and dropping option

  • Upon effectivity of LTFRB Memorandum Circular No. 2014-008, trailers need not secure a CPC.
  • Grantees/operators with duly franchised trailers may opt to file a Petition for Dropping, if they so desire.

Supersession and amendment of inconsistent issuances

  • All issuances inconsistent with LTFRB Memorandum Circular No. 2014-008 are superseded and amended accordingly.
