- Section 15 of RA No. 10121 (Philippine Disaster Risk Reduction and Management Act) mandates the Local Disaster Risk Reduction and Management Council (LDRRMC) to lead disaster preparedness and response.
Powers Conferred to the City Mayor

Responsibilities of Barangay Officials and Personnel
- Barangay officials and personnel are mandated to cooperate fully with the City Mayor without further orders.
- They must promptly report to the city government office or department where assigned during calamities.
Reporting Requirement
- The Office of the City Mayor must submit a report to the City Council within fifteen (15) days after the end of the calamity period detailing the rescue, clearing, relief, and recovery operations.
Penalties and Sanctions
- Violations of this ordinance shall be subject to administrative sanctions.
Implementation Guidelines
- The Office of the City Mayor is tasked to issue detailed guidelines for effective ordinance implementation, subject to City Council confirmation.
Repealing Clause
- Any prior ordinances, resolutions, executive orders, or issuances inconsistent with this ordinance are repealed or modified accordingly.
Separability Clause
- If any provision is declared invalid or unconstitutional, the remaining provisions will continue to be enforceable.
Effectivity
- This ordinance shall take effect fifteen (15) days after publication in a newspaper of general circulation.
