Appointment and Employment Provisions
- Administrative and research staff appointments can be part-time.
- Staff appointments are exempt from Civil Service Law, Retirement Law, and certain provisions of the Revised Administrative Code.
- Retirees employed by the Center are not obliged to refund government gratuities and will not have their pensions suspended or reduced due to employment.
Copyright and Publication Supply Requirements
- To be copyright-protected under the Copyright Law, two copies of any legal book, treatise, or literary work must be filed with the U.P. Law Center.
- Government agencies, including courts and administrative bodies, must provide the Center with copies of decisions, resolutions, regulations, bulletins, or reports upon request.
- Collected materials are accessible to all researchers, whether government-affiliated or not.
Funding through Court Fee Surcharge
- Additional fees imposed: Php 5 for appellate courts and Php 2 for other courts or agencies under the Department of Justice, charged per action or proceeding filed.
- Collected surcharges are managed by clerks of court, accounted separately as the "Legal Research Fund."
- Funds are remitted annually to the University of the Philippines for the U.P. Law Center.
Penalties for Violation
- A wilful violation of the Act is punishable by a fine of up to Php 2,000 or imprisonment.
Effectivity
- The Act becomes effective immediately upon approval.
