Purpose of the Science High School
- To offer a secondary education program with a special focus on science subjects.

Governance by Board of Trustees
- A Board of Trustees is established to govern the school.
- Members include:
- Regional Director of DOST Region V (Chairman)
- Director of the San Rafael National Science High School (Vice-Chairman)
- Regional Director, Department of Education, Culture and Sports (DECS) Region V
- Congressional representative of the district where the school is located
- Regional Director, National Economic and Development Authority (NEDA) Region V
Powers and Duties of the Board of Trustees
- Exercise powers akin to a board of directors of a corporation.
- Approve budgeting and appropriation of funds for the school.
- Approve employment contracts, academic ranks, compensation, and disciplinary removal of faculty and staff with due process.
- Approve curricula, course of study, and rules of discipline as prepared by the Executive Council.
- Provide fellowships, scholarships, stipends, and student allowances.
- Approve issuance of graduation certificates or diplomas.
- Establish general rules and regulations consistent with the school's scientific purpose.
- Receive and administer donations, legacies, and gifts in trust.
- Set criteria for student selection and admission, including competitive examinations.
Board of Trustees Procedures
- Quorum requires a majority of the members holding office.
- Meeting notices are served by the director or secretary.
- Board members receive no compensation but are reimbursed for actual and necessary expenses associated with meetings or official functions.
Reporting Requirements
- The Board must file an annual detailed report on the school's progress, condition, and needs with the DOST before each school year.
School Director
- The Science High School is headed by a director appointed per civil service laws.
- Director's compensation is fixed by the Board.
- Removal only for cause.
- Duties include those typical of a public high school principal, plus those specified by the Act.
Executive Council
- Comprises the director, heads of departments, and other ranking faculty members as designated.
- Powers include:
- Screening and selecting students for admission.
- Selecting scholarship and stipend recipients.
- Developing curricula, courses of study, and disciplinary rules (subject to Board approval).
- Recommending students eligible for graduation.
- Exercising disciplinary authority over students through the director.
- Implementing Board policies and other prescribed functions.
Registrar and Treasurer
- Registrar serves as secretary to the Board and keeps prescribed records; appointed by the director with Board approval.
- Treasurer is also appointed by the director with Board approval; subject to government auditing.
Faculty and Staff Selection and Compensation
- Faculty selection based on Board-established criteria including screening and competitive exams.
- Faculty and academic personnel exempt from wage and position classification laws.
- Administrative staff may be compensated at rates higher than those prescribed by such laws.
Tax Exemptions
- Legacies, gifts, and donations for the school or its student aid are tax exempt.
- Such donations are deductible from donor gross income.
- The school is exempt from all government taxes, fees, assessments, and charges.
Financial Management
- All income and donations form the San Rafael National Science High School Fund.
- The fund is exclusively used for purposes outlined in the Act and managed by the Board of Trustees.
Support from Government Offices
- Heads of bureaus/offices in national government and Region V may lend or transfer apparatus, supplies, and staff to the school upon request.
- Detailed employees’ service time counts as official hours.
- Additional compensation for detailed officers/employees may be approved by the Board.
Curriculum and Implementation
- DOST prescribes curricula and issues necessary rules for the school's conversion to a science high school.
- Science and technology subjects introduced starting the school year after the Act's approval.
Transfer of Assets and Responsibilities
- All personnel, assets, liabilities, and records of the original San Rafael National High School are transferred to and absorbed by the new Science High School.
Funding and Appropriations
- Initial funding charged against current year's appropriations of the original high school.
- Future funding to be included in the General Appropriations Act.
Effectivity
- The Act takes effect upon approval.
- It lapsed into law on June 6, 1997, following constitutional provisions for lapsed legislation.
