Procedure for Securing Certified Photocopy of the ARB

  • A joint letter-request must be submitted by the performing artist and the president of the licensed agency addressed to the ARB Processing Unit.
  • The request must include the artist's full name (first, middle, surname) and ARB number.

Specific Pages to be Certified and Photocopied

  • The photocopied pages shall include those containing the following details:
    • Name, address, and birthdate
    • Skill and category
    • Picture
    • Physical description (hair, eyes, weight, height)
    • Training and testing records
    • Amendments or limitations, if any

Certification and Release of Certified Photocopy

  • Certification of the photocopied ARB pages shall be made by:
    • The Officer-in-Charge of the Welfare and Employment Office, or
    • In her absence, the Officer-in-Charge of the Employment Branch,
    • Acting on behalf of the Administrator.
  • The certified photocopy shall be sealed in an envelope.
  • The sealed envelope must be received by the talent (performing artist) in the presence of the licensed agency's authorized Liaison Officer.

Handling and Integrity of the Certified ARB Photocopy

  • Only Japanese Immigration is authorized to open the sealed envelope.
  • Japanese Immigration shall reject any certified photocopy with a broken or tampered POEA seal and return it to POEA.

Sanctions for Violation and Non-Compliance

  • If documents are returned due to seal tampering, the matter shall be referred to the POEA Adjudication Office for investigation.
  • Possible sanctions include:
    • Cancellation of the license of the licensed agency
    • Disqualification of the performing artist from the overseas employment program
    • Watchlisting or blacklisting of foreign promoters or employers
  • These sanctions are imposed on erring parties found guilty of violations.
