- Aims to culminate in a multilateral economic cooperation agreement among member economies.
Appointment and Role of the Presidential Action Officer (PAO-CEAGC)
- Appointed by the President with the rank of Undersecretary.
- Duties include promoting foreign investments, coordinating government agencies, mobilizing private sector participation.
- Responsible for economic studies, source of financing, policy advocacy, fund negotiation, planning and technical assistance for investors.
- Administers donations and oversees program staff.
- Required to submit quarterly reports to the President.
Advisory Council
- Provides advice to the PAO-CEAGC on program aspects.
- Ensures alignment of program goals with national development policies.
- Confirms consistency of programs with regional and local development plans.
Members of the Advisory Council
- Comprises high-ranking government officials including:
- Executive Secretary (Chairman)
- Secretaries from key departments (Trade, Foreign Affairs, Socio-Economic Planning, Tourism, Transportation, Agriculture, Environment, Public Works)
- Presidential Assistants and Advisers
- Regional Development Council Chairmen
- Representatives from the private sector and Congress
- Governors and City Mayors from North Philippines
- Heads of government corporations and development authorities
- Membership may be expanded as necessary.
Technical Support Staff
- Program Office headed by a Program Director appointed by the President.
- Staff detailed or seconded from various national government agencies.
Role of Various Entities in Implementation
- National line agencies, LGUs, government corporations, NGOs, and private sector participate as implementing entities.
- Implements activities such as trade fairs, investment missions, conventions, and official meetings.
Funding
- Initial funding of PHP 18,000,000 released from the Presidential Contingent Fund or Organizational Adjustment Fund for Sept-Dec 1999.
- Additional funding in 2000 from similar sources within the Office of the President.
- Future appropriations included in the annual general appropriations bill submitted to Congress.
Implementing Authority
- The PAO-CEAGC authorized to issue necessary rules and regulations to implement the Executive Order.
Effectivity
- The Executive Order takes effect immediately upon signing.
- Supersedes inconsistent prior Executive Orders, rules, and regulations.
