Purpose, mission, and policy basis
- The Order is issued to serve the Department’s mission and strengthen programs and services for constituents in Marillac Hills (Philippine Training School for Girls).
- The Order is consistent with the Department’s mandate to care, protect and rehabilitate physically and mentally handicapped and socially needy persons for effective functioning.
- The Order establishes a renamed and relocated Center designed to provide rehabilitation services.
Renaming and institutional transformation
- Marillac Hills (Philippine Training School for Girls) is renamed as the Center for Girls and Women in Difficult Situations.
- The Center is institutionalized as a distinct rehabilitation-serving unit under the Department’s programs.
Relocation and site allocation
- The Center for Girls and Women in Difficult Situations shall be relocated at a 5.6 hectares new site reserved for the purpose at Alabang Stock Farm.
- The relocation to the Alabang Stock Farm site is directed as a required part of the Center’s operational transition.
Who the Center serves
- The Center shall provide rehabilitation service to female youth offenders.
- The Center shall provide rehabilitation service to victims of sexual abuse.
- The Center shall provide rehabilitation service to women in difficult situation.
- The Center shall also provide services to other young female youth and women needing special care.
Operational direction and implementing rules
- The concerned Bureaus shall act in coordination with the Assistant Secretary for Programs.
- The Bureaus are directed to prepare the implementing rules and regulations to facilitate the transfer and the operations of the Center.
- The implementation and operational transition are governed by those implementing rules and regulations prepared under this coordination directive.
