- CCTV systems must capture clear recordings both inside the establishment and in the immediate vicinity outside.

Implementing Guidelines and Oversight
- Valenzuela City Command and Coordinating Center will submit implementation guidelines within 20 days post-approval.
- Installation and functionality subject to inspection and approval by the Business Permits and Licensing Office (BPLO), City Command and Coordinating Center, and Task Force Disiplina.
Record Handling and Access to Law Enforcement
- Upon formal request related to criminal activities, recordings must immediately be made available to law enforcement agencies and the Punong Barangay.
- Failure to comply with a formal request results in administrative penalties.
- If no criminal activity is perceived and no request is made, recordings may be retained for 30 days before disposal.
Business Licensing and Monitoring
- Possession and installation of a CCTV system is mandatory for business license procurement.
- BPLO maintains and updates a list of compliant establishments every four months.
- CCTV systems may be procured and installed from any lawful source and installer.
Penalties for Non-Compliance
- First offense: Notice of violation and PHP 500 administrative fee payable upon business license renewal.
- Second offense: Suspension of business license for 100 working days and PHP 1,000 penalty payable before reopening.
- Third offense: Suspension for 100 working days and PHP 5,000 penalty payable before reopening.
- Failure to pay penalties results in continued closure.
Penalties for Non-Disclosure of Recordings
- Establishments with operational systems failing to provide recordings upon criminal incident will be suspended for 100 working days and fined PHP 3,000.
- Non-payment results in continued closure.
Incentives for Cooperation
- Establishments providing critical CCTV evidence aiding crime resolution may receive 10% to 20% discounts on their business license fees credited in the following fiscal year.

- Ordinance amendments effective 30 days after approval and publication.
