Grounds for Entertaining Petitions for Cancellation
- The Commission on Immigration and Deportation (CID) will only entertain petitions for cancellation of the alien certificate of registration based on the following grounds:
- Naturalization of the petitioner’s family members.
- Valid marriage to a Filipino citizen.
- Valid election (presumably election to citizenship).
- Repatriation of former Filipino women or deserters from the Army and Navy as provided under Commonwealth Act No. 63.
- Recognition of Philippine citizenship by direct act of Congress.
- Petitions based on grounds other than the above shall not be entertained.
- Interested parties with other grounds are advised to seek judicial resolution through the courts.

Appeal Process Upon Denial of Petition
- If a petition for cancellation is denied by the Commission:
- The petitioner may appeal to the Secretary of Justice.
- Alternatively, an appeal can be made to the appropriate court of justice for review and final decision.
- This provides administrative and judicial remedies for aggrieved petitioners.

Overall Legal Framework and Implementation
- These guidelines aim to streamline the procedure for cancellation of alien registration certificates upon acquisition of Philippine citizenship.
- The system ensures clarity in citizenship status to avoid unnecessary legal and administrative issues.
- The regulations have been consistent through various memoranda and circulars, reaffirmed as of March 25, 1988 by the Commissioner Miriam Defensor Santiago.
