Effective February 15, 1990, Filipino cabin crew and flight attendants on home leave can obtain Overseas Employment Certificates (OECs) at the Labor Assistance Center in NAIA for travel tax exemption, with a processing fee of P75 for the initial issuance and free subsequent issuances within one year, contingent on presenting the original OEC.

Issuance Authority and Location

  • OECs are issued at the Labor Assistance Center (LAC) at the Ninoy Aquino International Airport (NAIA).

Eligibility Requirements for OEC Issuance

  • Presentation of a valid passport with corresponding visa or equivalent document.
  • Must present one of the following:
    • Crew ID,
    • Employment certification,
    • Other documents proving employment as cabin crew/flight attendant.

Fees and Charges

  • Initial issuance of OEC is subject to a processing fee of seventy-five pesos (P75.00).
  • Subsequent issuances within one year from first issuance are free of charge if the copy of the initially issued OEC is presented.
  • Failure to present the initial OEC copy during subsequent issuance requires payment of the full processing fee (P75.00).
