Issuance Authority and Location
- OECs are issued at the Labor Assistance Center (LAC) at the Ninoy Aquino International Airport (NAIA).
- Effective date of circular: February 15, 1990.
Eligibility Requirements for OEC Issuance
- Presentation of a valid passport with corresponding visa or equivalent document.
- Must present one of the following:
- Crew ID,
- Employment certification,
- Other documents proving employment as cabin crew/flight attendant.
Fees and Charges
- Initial issuance of OEC is subject to a processing fee of seventy-five pesos (P75.00).
- Subsequent issuances within one year from first issuance are free of charge if the copy of the initially issued OEC is presented.
- Failure to present the initial OEC copy during subsequent issuance requires payment of the full processing fee (P75.00).

- Strict adherence to the requirements and procedures outlined is mandated.
