Burial Aid for Heirs of Deceased Senior Citizens

The ordinance recognizes the constitutional mandate under Article II, Section 15 of the 1987 Philippine Constitution to promote a just and dynamic social order and provide adequate social services that free people from poverty.
The ordinance acknowledges the constitutional duty under Article XV, Section 4 that every family must take care of elderly members, and that the State may institute social programs for them.
The ordinance frames burial assistance as a form of honoring the city’s senior citizens and recognizing their lifetime.
The ordinance states that surviving heirs of deceased senior citizens should receive burial financial assistance to help them cope with rising funeral expenses.

A “Senior citizen” means any Filipino citizen aged 60 or older.
A “Senior citizen” must have been a resident of the City of Manila for at least one (1) year.

Burial financial assistance applies to the surviving heirs of any senior citizen who has died.
The assistance is granted to eligible surviving heirs in the amount fixed by the ordinance.
The assistance is subject to the presentation of proper identification by the heirs.
The assistance is also subject to the presentation of any other pertinent documents that the Office of the Senior Citizen Affairs may reasonably require.

The ordinance grants burial financial assistance in the amount of Five Thousand Pesos (PHP 5,000.00) to the surviving heirs of a deceased senior citizen.
The PHP 5,000.00 assistance is delivered subject to the required identification and documents.

The ordinance appropriates Ten Million Pesos (PHP 10,000,000.00), or so much thereof as may be necessary, from the funds in the City Treasury not otherwise appropriated.
The appropriation is intended for inclusion in the next year budget for the purpose of the financial assistance.
For the year in which it is enacted, the ordinance directs that PHP 10,000,000.00 shall be sourced from the Special Activities Fund of the Mayor for the year 2016.
