Expiration and Continuing Authority

  • The six-month application period for registration without examination under R.A. No. 6506 has expired.

Amendments to Qualifications for Registration Without Examination

  • Board Resolution No. 4 (1987) initially allowed non-B.S. Criminology holders to register without examination.
  • Commission Resolution No. 161 (1989) amended this, restricting eligibility to only holders of B.S. Criminology degrees.
  • Due to the degree’s inadequacy alone, applicants must prove they were engaged in the practice of criminology as defined in Section 23 of R.A. No. 6506 prior to December 31, 1987.

Qualifications for Registration Without Examination

Applicants must establish the following qualifications to the Board’s satisfaction:

  1. At least 30 years old and a Philippine citizen.
  2. Good moral character and no convictions involving moral turpitude.
  3. Holder of Bachelor or Master of Science in Criminology conferred by recognized educational institutions.
  4. At least 10 years of practice in criminology as defined by law prior to December 31, 1987.

Required Application Documents

  • Verified application.
  • Birth certificate (from Local Civil Registrar or National Census and Statistics Office).
  • Certificate of naturalization if applicable.
  • Certificates of good moral character from three reputable community members.
  • Police and National Bureau of Investigation (NBI) clearances.
  • College diploma and transcript of records with special order number.
  • Certificate of employment or service record.

Implementation and Transition Provisions

  • Registrations under prior Board Resolution No. 4 and Commission Resolution No. 161 remain valid unless invalidated for cause.
  • Pending applications to be processed under this resolution.
  • Applications must be filed within one year from the effectivity date (16 days following publication in the Official Gazette or general circulation newspaper).
  • This resolution supersedes former relevant resolutions including Board Resolution No. 4 (1987), Commission Resolution No. 161 (1989), and Board Resolution No. 5 (1991).
