“Senior citizen or elderly” means any Filipino citizen who is sixty (60) years of age and above and is a resident of the City of Manila for at least one (1) year (Section 2(a)).
“Birthday gift” means whatever amount in legal tender or in kind or a combination thereof given to senior citizens on the occasion of their date of birth (Section 2(b)).

All senior citizens are granted a yearly Birthday Gift (Section 3).
The yearly Birthday Gift is Three Hundred Pesos (PhP 300.00) (Section 3).
The Birthday Gift is given in cash, in kind, or a combination thereof (Section 3).

The Office of the City Treasurer, in coordination with the Office for Senior Citizens Affairs and the Manila Department of Social Welfare, is mandated to adopt necessary implementing rules and regulations (Section 4).
Implementing rules and regulations must be adopted within ninety (90) days from the approval of this Ordinance (Section 4).
The implementing rules and regulations must be submitted to the City Council for its consideration (Section 4).

Thirty Million Pesos (PhP 30,000,000.00) is initially appropriated to finance this Ordinance (Section 5).
The appropriation also includes any amount as may be necessary (Section 5).

If any part or provision of this Ordinance is held unconstitutional or invalid, the remaining parts not affected continue in full force and effect (Section 6).
All other local laws, decrees, orders, issuances, rules, and regulations inconsistent with this Ordinance are repealed, amended, or modified accordingly (Section 7).
This Ordinance takes effect on January 1, 2015 (Section 8).

The Ordinance is finally enacted by the City Council of Manila on September 30, 2014 (Effectivity Clause section; enactment statement).
The Mayor approves the Ordinance on October 14, 2014 (approval statement).
