Scope of Authority and Responsibilities of the PMO
- Coordinate formulation, implementation, and monitoring of water and watershed policies within the Bicol River Basin.
- Ensure policies align with ecological principles (river basin as management unit), institutional principles (stakeholder participation and devolution), and economic principles (watershed and water resources as scarce resources).
- Develop and update Bicol River Basin and Watershed Strategies Framework.
- Organize implementing structures, establish policies, delegate authority, and engage government agencies, financial institutions, and donors for basin-wide programs.
- Maintain consultation processes with LGUs at various levels and stakeholders including people’s organizations and civil society.
- Develop LGU project portfolios and assist with appraisal, feasibility studies, and financing documentation.
- Manage and coordinate implementation of sub-projects under the River Basin Watershed Management Project.
- Facilitate inter-agency coordination and ensure proper operation and maintenance of hydraulic infrastructure.
- Collect and manage water and land use data.
- Oversee finance and procurement activities for the project.
- Perform other necessary duties to fulfill its mandate.
Budget and Funding
- Operational funds for the PMO shall be provided by the Department of Environment and Natural Resources (DENR).
Relationship with Existing Agencies
- The creation of the PMO does not diminish powers of existing government agencies.
- The PMO shall work in complementarity, synergy, and coordination with these agencies.
- Strong collaboration is mandated with the Regional Development Council.
Supersession and Effectivity
- Any provision in related issuances contrary to this Order is suspended.
- The Order takes immediate effect upon issuance.
