Mandate and Academic Programs
- BPSU-Bagac Campus shall offer short-term, technical-vocational, undergraduate, and graduate courses within its areas of specialization.
- Academic offerings shall align with the university’s mandate and local human resource needs in Bataan and Central Luzon.
- The campus is mandated to undertake research and extension services.
- The campus shall provide progressive leadership in its academic and service areas.
Administration and Leadership
- The campus shall be headed by a Campus Administrator.
- The administrator is appointed by the BPSU Board of Regents.
- Appointment is subject to qualification guidelines issued by the Board and recommendation by a duly constituted search committee.
Compliance with Commission on Higher Education (CHED) Requirements
- BPSU must ensure that BPSU-Bagac Campus complies with CHED policies, standards, and guidelines applicable to regular campuses.
- Compliance is required before and after conversion into a regular campus, including new course offerings and program revisions.
Management of Assets, Personnel, and Records
- All assets, personnel, records, liabilities, and obligations of the BPSU-Bagac Campus shall be under the name of BPSU.
- Government-owned lands occupied by the Campus shall be titled under BPSU.
- If the campus ceases to exist or land is no longer needed, assets revert to the local government unit or the Republic of the Philippines.
Supplentory Application of RA 8292
- Provisions of Republic Act No. 8292 (Higher Education Modernization Act of 1997) shall apply as supplementary rules to this Act.
Appropriations and Funding
- Funds necessary for implementing the Act, including plantilla positions for faculty and staff, shall be included in the annual General Appropriations Act (GAA).
- The Municipality of Bagac shall continue funding support for campus operations until GAA appropriation is in place.
Rulemaking and Implementation
- The BPSU Board must promulgate implementing rules and regulations within 60 days from the Act’s effectivity.
- The Board shall consult with CHED in issuing these rules.
Separability Clause
- If any provision of the Act is held invalid or unconstitutional, remaining provisions shall continue to be effective.
Repealing Clause
- Laws, decrees, executive orders, rules, or regulations inconsistent with this Act are repealed or modified accordingly.
Effectivity
- The Act takes effect 15 days after publication in the Official Gazette or a newspaper of general circulation.
