Application and Registration Fees

  • Non-timber forest products (except certain specified types): ₱0.25/unit, minimum ₱300/application

  • Grazing land: ₱10/ha, minimum ₱600/application

  • Integrated Forest Management Agreement (IFMA): ₱0.60/ha

Annual and Permit Fees

  • Non-timber forest products (specified exceptions): ₱200/permit
  • Wood processing plants (based on capacity): ₱900 to ₱1,200
  • Veneer/plywood plants (capacity-scaled): ₱2,200 to ₱9,000
  • Wood treating plant: ₱3,600
  • Rattan processing: ₱60 for every ₱10,000 capitalization
  • Mining waste disposal: ₱60/ha
  • Chainsaw-related activities: ₱500

Performance Bonds

  • Timber License Agreement and IFMA: 20% of total forest charges based on AAC, minimum ₱12,000 + reforestation
  • Private land timber permits/licenses: 20% of total forest charges, minimum ₱1,200
  • Firewood and charcoal: 20% of forest charges or 2% of market value, whichever is higher
  • Rattan poles and splits: Twice the value of forest charges, minimum ₱12,000
  • Wood processing plants: ₱720/cu m, minimum ₱6,000
  • Grazing land: ₱500/ha
  • Special land use and leases: Twice annual rental or user fee, minimum ₱10,000
  • Mining waste disposal site: ₱200,000/site
  • Specific conditions for posting bonds including cash and surety bonds with duration, renewal, and face value increase

Revolving Funds and Service Deposits

  • Survey and timber inventory fees based on distance, intensity, and area
  • Inspection, grading, identification, and tallying linked to specific rates and minimum fees
  • Charges cover travel costs and per diems of DENR personnel involved

Rental, Government Share, and User Fees

  • Annual rentals for special forest uses scaled by area with minimum fixed rates
  • Appraisal-based fees with minimum percentage floors and regular reappraisal schedules
  • Grazing lands user fees: ₱40/ha
  • Energy projects rental: ₱3,000/ha plus 10% annual increase
  • Government share for herbal/medicinal plantations: ₱500/ha plus 10% annual increase

Surcharges

  • 8% per month penalty on late forest fee payments

Other Fees

  • Special certifications: ₱50 per certification
  • Oath fees: ₱36/application
  • Appeal fees: ₱1,800 to ₱6,000 depending on case type
  • Document authentication: ₱36/page plus documentary stamp cost
  • Soil analysis and seed testing fees ranging from ₱50 to ₱100
  • Sale of Forestry Management Bureau publications at cost

Exemptions

  • Community-Based Forest Management Projects exempt from most administrative fees including application, license/permit, service, rental, oath, appeal, and authentication fees

Effectivity and Repeal

  • Supersedes conflicting previous administrative orders and circulars
  • Effective immediately upon National Registry Center acknowledgment and 15 days after publication in newspapers
