Localized Suspension of Classes Without PAGASA Signal Warnings

  • Localized class suspensions can be implemented without PAGASA warnings due to other hazards like heavy rains, earthquakes, floods, or transport strikes.

  • If suspension applies to specific schools, the school principal or head decides.
  • Coordination with Local Chief Executives is required; they chair Disaster Coordinating Councils (DCC) and can mobilize resources.
  • Local Chief Executives can decide on suspensions and must inform the Superintendent and Regional Director for wide dissemination.

Parental Responsibility in Class Suspension

  • Parents have the ultimate authority to decide whether their children should attend school during potential risks.
  • Even without official suspension orders, parents may keep children at home if travel is unsafe.

Announcements and Dissemination of Suspension Orders

  • Announcements are to be made by the Undersecretary for Regional Operations or Regional Director for NCR and by the Regional Director in other regions.
  • Announcements should be made not later than 4:30 AM and via broadcast media.
  • For afternoon-only suspensions, announcements should be made not later than 11:00 AM.
  • For division-specific or school-specific suspensions, School Superintendents or school heads must inform the community and LGU executives, also informing the Superintendent and Regional Director.

Required Number of School Days and Make-Up Classes

  • The required number of school days per school year must still be fulfilled.
  • Make-up classes to compensate for suspended days are to be held on Saturdays or beyond the prescribed calendar.
  • Both public and private schools must comply.

Role of School Officials and Disaster Coordinating Committees

  • School officials and members of school Disaster Coordinating Committees are expected to render service in evacuation centers even when classes are suspended.
  • They must coordinate with local government regarding rules and guidelines for evacuation centers.

Revocation of Previous Orders

  • This Order rescinds and replaces all previous orders and regulations related to the suspension of classes due to typhoons, floods, and other calamities.

  • The Order calls for broad distribution to ensure awareness among all stakeholders.
