Mandate and Functions of the ECC
- Ensure all governmental issuances, plans, programs, projects, and proposed laws align with the country’s economic reform direction, emphasizing deregulation, liberalization, fair market competition, and increased private sector participation.
- Direct government offices and agencies to expedite execution of their functions related to economic priorities.
- Exercise additional powers and duties necessary to fulfill its mandate.
Authority Over Other Government Decisions
- ECC decisions, especially on urgent economic recovery matters and approved by the Chairman, take precedence over decisions or inaction by departments or bureaus.
- Such authority is subject to constitutional or legal limits on presidential power.
Council Meeting Protocol
- Attendance is required strictly at the Cabinet level to ensure quick and effective response and decision-making.
Establishment of Secretariat
- A dedicated secretariat is created to support the ECC.
- This secretariat is fully supported by the President’s Management Staff.
Funding Provisions
- Initial funding of Five Million Pesos (P5 million) is allocated.
- This funding comes from the Office of the President’s budget.
Repeal and Effectivity
- All executive issuances or portions inconsistent with this Order are repealed or modified accordingly.
- The Executive Order takes immediate effect upon issuance.
