Mandate and Functions of the ECC

  • Direct government offices and agencies to expedite execution of their functions related to economic priorities.
  • Exercise additional powers and duties necessary to fulfill its mandate.

Authority Over Other Government Decisions

  • ECC decisions, especially on urgent economic recovery matters and approved by the Chairman, take precedence over decisions or inaction by departments or bureaus.
  • Such authority is subject to constitutional or legal limits on presidential power.

Council Meeting Protocol

  • Attendance is required strictly at the Cabinet level to ensure quick and effective response and decision-making.

Establishment of Secretariat

  • A dedicated secretariat is created to support the ECC.
  • This secretariat is fully supported by the President’s Management Staff.

Funding Provisions

  • Initial funding of Five Million Pesos (P5 million) is allocated.
  • This funding comes from the Office of the President’s budget.

Repeal and Effectivity

  • All executive issuances or portions inconsistent with this Order are repealed or modified accordingly.
  • The Executive Order takes immediate effect upon issuance.
