Classification and Awarding Criteria
The Order of Sikatuna is divided into five distinct classes, each corresponding to different ranks and levels of service:
Special Class RAJA
- Awarded to actual or former heads of state and/or heads of government.
- Applicable to both Filipino and foreign recipients.
- Recognition for extraordinary services in international relations.
First Class DATU
- Awarded to foreign ministers and other officials of cabinet rank.
- Open to both Filipino and foreign officials.
- Given for exceptionally meritorious services in international relations.
Second Class LAKAN
- Awarded to vice foreign ministers, cabinet undersecretaries, ambassadors, and officials of equivalent rank.
- Includes ministers plenipotentiary as potential recipients.
- Recognizes outstanding services in international relations.
Third Class MAGINOO
- Awarded to ministers, consuls general, and senior officials of the Department of Foreign Affairs (both Home Office and Foreign Service).
- May also be awarded to other government officials of the Philippines and foreign countries with equivalent or similar rank, as well as other distinguished persons.
- Requires a minimum of six (6) years served in government for Filipino officials or employees to be eligible.
- Recognizes excellent services in international relations.
Fourth Class MAHARLIKA
- Awarded to other officers of the Department of Foreign Affairs and other government officials of both the Philippines and foreign countries.
- Also awarded to private citizens deserving of the honor.
- Filipino officials or employees must have served at least four (4) years in government to qualify.
- Awarded for meritorious services in international relations.
Eligibility and Service Requirements
- Filipino government officials or employees must meet specific length-of-service criteria to qualify:
- Six (6) years minimum for the Third Class MAGINOO.
- Four (4) years minimum for the Fourth Class MAHARLIKA.
Formalization and Effectivity
- The amendment was signed and promulgated by the President of the Philippines, Ferdinand E. Marcos.
- Officially executed in Manila on February 26, 1969.
