Objectives of the Award

Composition and Functions of Screening Committees
- Three-tier committee system: National, Regional, and Provincial Screening Committees.
- National Committee chaired by the DILG Secretary, includes presidents of leagues of provinces, cities, municipalities, barangays, DILG undersecretaries, and a private/NGO representative.
- Regional Committee chaired by DILG Regional Director, includes directors from PNP, NAPOLCOM, local league representatives, and a private/NGO representative.
- Provincial Committee chaired by Provincial Local Government Operations Officer, includes presidents from local government leagues and a private/NGO representative.
Responsibilities of the National Screening Committee
- Initiate and coordinate activities for the Award's implementation.
- Select private sector representative.
- Set policy guidelines, mechanics, and selection criteria.
- Screen regional nominees and recommend awardees to the President.
- Plan awarding ceremonies and manage funding for expenses and prizes.
- The Bureau of Local Government Supervision acts as the National Secretariat.
Responsibilities of Regional and Provincial Screening Committees
- Regional Committee coordinates implementation regionally and nominates candidates to the National Committee.
- Provincial Committee coordinates locally, mobilizes municipal and barangay support, screens and nominates candidates to the Regional Committee.
- Regional and Provincial DILG offices serve as respective Secretariats.
Activation of Committees
- Committees are convened as needed to perform their functions.
Funding
- National Awards Committee identifies funding sources for operational expenses and prizes.
Awards and Prizes
- Awardees receive a Plaque of Commendation and additional prizes as determined.
Conferment of the Award
- The President confers the Award.
- The Award can be given posthumously to legal heirs or nearest kin.
Effectivity
- The Executive Order takes immediate effect upon issuance.
