Territorial Jurisdiction and Capital of Reestablished Province
- The territory of the reestablished Masbate Province will be identical to that before its consolidation with Sorsogon.
- The capital of Masbate Province shall be the municipality of Masbate, located on Masbate Island.
- The governmental structure and operations shall conform to applicable provisions of the Administrative Code relevant to a regularly organized province.
Appointment and Compensation of Provincial Officers
- The Governor-General, with Senate consent, shall appoint the elective provincial officers upon ordering the segregation.
- These officers shall serve until their duly elected successors qualify.
- The lieutenant-governor elected in 1919 will act as the provincial governor until a new governor is elected.
- Compensation limits:
- Provincial Governor: Maximum of ₱2,000 annually.
- Provincial Treasurer: Maximum of ₱1,900 annually.
- Provincial Fiscal: Maximum of ₱1,800 annually.
- Provincial Board Members: Per diem not exceeding ₱5 per session attended.
Legislative Representation
- Masbate Province is entitled to its own Representative in the House of Representatives.
- Masbate shall continue to be part of the Sixth Senate District.
- The current Representative for the Second Electoral District of Sorsogon will serve as the Representative for Masbate during his current term.
Electoral Districts in Sorsogon Province Post-Separation
- The Province of Sorsogon will have two electoral districts with specified municipalities:
- First District: Prieto-Diaz, Gubat, Barcelona, Bulusan, Irosin, Matnog, Santa Magdalena, Bulan.
- Second District: Bacon, Sorsogon, Casiguran, Juban, Magallanes, Castilla, Pilar, Donsol.
Distribution of Funds, Obligations, and Property
- Upon Masbate's reestablishment, all funds, obligations, and properties will be equitably distributed between Sorsogon and Masbate.
- Distribution recommendations will be made by the Insular Auditor and approved by the Governor-General.
Repeal of Inconsistent Laws
- All prior Acts or parts thereof that are inconsistent with the provisions of this Act are repealed.
Effectivity
- The Act takes effect immediately upon its approval on December 15, 1920.
