Exceptions to Parental Authorization

  • The father or mother cannot receive payment if they are:
    • Imbecile or insane
    • Vagrant or vicious person
    • Habitual drunkard
    • Habitual criminal
  • Payment authorization is also denied if the parent has:
    • Abandoned, neglected, or refused to support the minor or incompetent person
    • Caused the minor or incompetent person to commit offenses against the law

Applicability and Effectivity

  • The Act overrides any existing contrary legal provisions regarding the receipt of such payments.
  • The law takes effect immediately upon its approval, which was on September 25, 1946.
