Uniform material standards and limits
- The Director of Education’s rules must provide for the use of simple and economical material in student dresses or uniforms (Section 1).
- The rules must give preference to native products in the prescribed uniforms or dresses (Section 1).
- No uniform or dress may be prescribed that is beyond the financial ability of the parents of students of each school (Section 1).
- The Director of Education must ensure that uniforms or dresses made of silk, wool or other expensive material are never prescribed (Section 1).
Scope of covered schools
- The Director of Education must prescribe uniform or dress rules for students of all schools under its jurisdiction and control (Section 1).
- The Act specifically contemplates student uniforms for public high schools, secondary trade, agricultural, vocational and normal schools (Title).
- The material and affordability limits in Section 1 apply to uniforms prescribed by the Director of Education for covered schools (Section 1).
Repeal and effectivity
- Section 2 repeals Act No. 3444, titled “An Act authorizing and directing the Director of Education and the President of the University of the Philippines to issue rules and regulations for the use of uniforms in the public schools and in the University of the Philippines and for other purposes.”
- Section 3 provides that Act No. 3859 takes effect for the school-year beginning June, nineteen hundred and thirty-two.
- The Act was approved on November 13, 1931 (Approval date).
