- Attendance is subject to the discretion of the office head.
- The office head must determine the number of attendees to ensure that office operations are not disrupted.
Conditions for participation and reporting
- Covered lawyers must attend the convention on official time.
- Participants must submit to their respective unit/heads a complete report of their attendance or participation.
- The reporting obligation covers both attendance and participation in the convention.
Office head control and operational discretion
- The office head determines the number of attendees for the government office or agency.
- The office head’s determination must be guided by the need to keep operations from being disrupted.
