  • The annual salaries of the Vice Governor/Vice Chairman, Commissioners for Finance, Planning, and Operations, and City Mayors/Vice Mayors of Manila, Quezon, Pasay, and Caloocan are equated to specified CES ranks and grades.
  • Salary adjustments will be automatically revised in accordance with any changes to CES Officer rates.
  • The equivalency schedule is as follows:
    • Vice Governor/Vice Chairman: CES Rank I, Grade 2
    • Commissioners for Finance, Planning, and Operations: CES Rank I, Grade 1
    • City Mayors/Vice Mayors:
      • Manila Mayor: CES Rank II, Grade 3
      • Manila Vice Mayor: CES Rank II, Grade 2
      • Quezon/Pasay/Caloocan Mayor: CES Rank III, Grade 4
      • Quezon/Pasay/Caloocan Vice Mayor: CES Rank III, Grade 3

Funding for Salary Increases

  • Necessary funds to implement the salary increases shall be sourced from Metro Manila Commission or the respective city’s salary savings or other unallocated funds.
  • These funds must not be earmarked for other specific purposes.

Effectivity and Retroactivity

  • The salary increases authorized by this order are retroactive to January 1981.

  • The order is issued by the President of the Philippines under constitutional powers.
  • Signed by President Ferdinand E. Marcos and Deputy Presidential Executive Assistant Joaquin T. Venus, Jr. on April 26, 1982, in Manila.
