Prohibition on Unauthorized Betting Activities
- Individuals or entities not falling under the category of licensed race-tracks, racing clubs, or their authorized agents are prohibited from offering, taking, or arranging bets outside the place, enclosure, or track where the horse races are held.
- The use or maintenance of totalizators or any device, method, or system intended for betting or gambling on horse races outside the prescribed places is strictly forbidden.
Amendments to Sections Two and Seven of Republic Act No. 954
- Section Two is amended to explicitly allow licensed race-tracks and their agents to engage in outside betting within defined geographic limits and under regulated conditions.
- Section Seven provides the penalties for violations of this Act, including fines and imprisonment.
Penalties for Violations
- Any person who violates this Act shall be subjected to one or more of the following penalties:
- A fine ranging from one thousand pesos to two thousand pesos.
- Imprisonment for a period ranging from one month to six months.
- The court may impose both fine and imprisonment according to its discretion.
- If the violator is a partnership, corporation, or association, criminal liability shall be imposed on its president, director, or other responsible officials.
Effective Date of the Act
- The Act became effective immediately upon its approval on June 17, 1961.
