Conditions on Animal Purchase Specifications and Cost Controls
- Animals purchased must comply with specifications and cost estimates (Standard Prices) prepared by the BLBLP National Management Committee.
- These specifications and prices are detailed in the procedural guidelines titled "Procedures in the Procurement of Stocks for Barangay Livestock Breeding Loan Program (BLBLP) Thru Negotiated Transaction," attached as Annex A.
- Purchases involving amounts exceeding P3.0 million require prior approval of the Office of the Secretary (OSEC).
- Total expenditures for all purchases by a bureau or regional office must not exceed the allocated fund for this purpose.
Justification and Conditions for Resorting to Negotiated Purchasing
- Negotiated purchases must follow the procedures outlined in Annex A.
- Such purchases are permitted only when standard public bidding is not feasible.
- Justification of negotiated purchase must be based on Executive Order No. 301 dated July 26, 1997, specifically:
- Letter (b): When delay in procurement would adversely affect the public service.
- Letter (e): When negotiated purchase is evidently most advantageous to government, as determined by the Department Head.
Requirement for Market Canvass
- Before exercising the negotiated purchase authority, a market canvass is mandatory to secure the best quality animals at the most fair and equitable price for the government.
Effectivity
- This Memorandum Order takes effect immediately from its date of adoption, July 17, 1996.
