A memorandum order authorizes certain officials in the Office of the President to sign "By Authority of the President" orders, decisions, and resolutions of administrative cases investigated by the Presidential Anti-Graft Commission, expediting the resolution of non-Cabinet Secretary or Presidential appointee cases.

Authority granted for PAGC case issuances

  • In addition to the Executive Secretary, the following officials are authorized to sign “By Authority of the President” orders, decisions, and resolutions in PAGC administrative cases:
    • Senior Deputy Executive Secretary Waldo Q. Flores.
    • Acting Deputy Executive Secretary for Legal Affairs Manuel B. Gaite.
    • Deputy Executive Secretary Arthur P. Autea.
  • The authorization is for issuances in administrative cases investigated by the Presidential Anti-Graft Commission (PAGC).
  • The authorization applies specifically to administrative cases not involving Cabinet Secretaries.
  • The authorization applies specifically to administrative cases not involving Presidential appointees with the rank of Secretary.
  • The authorization is granted to expedite the resolution of the covered PAGC administrative cases.

  • The authorization covers cases excluding administrative cases that involve:

Revocation and conformity rule

  • All memorandum orders, office orders, or other issuances, or parts thereof, that are inconsistent with Memorandum Order No. 86 are revoked or amended accordingly.
