MMDA implements parking policies in Metro Manila

Section 6 of Republic Act No. 7924 provides the authority for the Metro Manila Council to resolve on the implementation of parking discipline through authorization of the MMDA Chairman.
Section 7(d) of Republic Act No. 7924 empowers the MMDA Chairman to execute policies and measures approved by the Council, and to be responsible for the efficient and effective day-to-day management of MMDA operations, including traffic-related policy execution.
Republic Act No. 7924 is the governing statute referenced as the basis for MMDA’s mandate over traffic matters, including the regulation of traffic management programs and the fixing, imposing, and collection of fines and penalties.

The authorized parking discipline applies to all public and private utility vehicles operating within Metro Manila.
The authorized enforcement is aimed at parking management along streets and off-street areas used by public and private vehicles.
The resolution targets parking conduct that causes obstruction to the free flow of traffic, including illegal parking on major and secondary thoroughfares and interior roads and streets.

The resolution directs the need to identify and designate parking zones on streets and off-street to achieve efficient vehicle parking.
The authorization is intended to support strict enforcement of existing parking ordinance, laws, rules, and regulations affecting parking discipline.

MMDA Resolution No. 02-26 takes effect upon approval.
The resolution was adopted on 25 July 2002 and authorizes implementation by the MMDA Chairman immediately upon approval.
