Key Definitions
- College Athletic Programs: Includes intercollegiate athletics, amateur sports, league competitions, and international training, organized or participated in by HEIs.
- Higher Education Institution (HEI): Any educational institution providing college-level degree programs.
- National Sports Associations (NSAs): Sports bodies accredited by the Philippine Olympic Committee.
- Program Support Expenditures: Operating, scholarship, and other costs related to organizing and participating in athletic programs.
Reporting Requirements
- HEIs with intercollegiate athletic programs must annually submit a detailed report to the Chairperson of the Commission on Higher Education (CHED).
- Report contents must include:
- Total number of program participants and their gender
- Male-to-female participant ratio
- Total operating and scholarship expenses, including gender ratios of scholarship support
- Number of contests entered
- Gender and employment status (full-time/part-time) of head coach, assistant coaches, graduate assistants, and volunteer assistants
- Ratio of participants to coaches
- NSA participation levels and number of registered athletes
- HEIs must disclose these reports publicly through their websites, school papers, bulletin boards, or other public information channels.
CHED’s Responsibilities
- Compile and publish annual consolidated reports from all HEIs on the CHED website or in newspapers of general circulation.
- Submit the annual reports to Congress.
- Develop and issue implementing rules and regulations within sixty (60) days of the law’s effectivity, in coordination with relevant educational and sports bodies.
Penalties and Enforcement
- CHED empowered to impose disciplinary sanctions on HEI officials or employees violating the reporting requirements under Section 4.
- Sanctions are in line with CHED's mandate under the Higher Education Act of 1994 (RA No. 7722).
Legal Provisions
- Contains a separability clause ensuring the rest of the Act remains effective if any part is invalidated.
- Repeals or amends any inconsistent laws, orders, or regulations.
- Effective fifteen (15) days after publication in the Official Gazette or a newspaper of general circulation.
