Operational Specifications
- Vehicle Seating Capacity:
- AUVs: Nine passengers including the driver, seating arrangement - 2 in front, 3 in the middle, 4 at the back.
- Vans: Eleven passengers including driver, arranged as 3 in front, 2 behind the driver, 2 in the middle, and 4 at the back.
- Jumpseats are prohibited and must be removed.
- Routes must be fixed and approved by the Land Transportation Franchising and Regulatory Board (LTFRB).
- Restrictions include no direct competition with Metro Rail Transit (MRT), Light Rail Transit (LRT), Public Utility Buses (PUB), and Public Utility Jeepneys (PUJ), allowing only up to 25% direct co-routing with PUB and PUJ.
- Operations are terminal-to-terminal with no passenger loading/unloading between origin and destination points.
- Maximum route distances are 15 kilometers for intra-regional trips and 35 kilometers for inter-regional trips.
Vehicle Age and Fare Regulations
- Vehicles must not exceed ten years from the date of manufacture.
- Fares must be based on distance traveled and authorized by LTFRB.
- Vehicles are required to be air-conditioned, ensuring passenger comfort.
Franchise Conversion and Penalties
- Operators of AUV/Vans currently franchised under other service types (PUJ aircon, Filcab, vehicle for hire, shuttle service, school service, and trucks for hire) wishing to convert to AUV Express Service must pay a compromise fine of PHP 30,000.
- The fine is in addition to regular fees and charges as specified under Department Order No. 2001-82.
Implementation and Effectivity
- The order modifies and supersedes inconsistent previous issuances related to public transport service classifications.
- It becomes effective 15 days after filing copies with the UP Law Center in accordance with relevant memorandum circular requirements.
