Presidential Approval and Directive
- President Gloria Macapagal-Arroyo approved the 2008 NCPP formulated by Napolcom TCCPCJ and recommended by the DILG Secretary.
- All concerned departments, agencies, and LGUs are directed to comply with and implement the NCPP in partnership with NGOs.
Effectivity
- The Memorandum Circular takes effect on January 1, 2008.

- The approval was effected by the President and Executive Secretary with official signatures, executed in Manila on March 5, 2008.
