  • All government entities and LGUs must mobilize the necessary resources for implementation of the ALS pursuant to Executive Order No. 151.

Policy foundation and legal basis

Separability and repeal rules

  • Separability applies: if any part of Executive Order No. 151 is held unconstitutional or invalid, the remaining provisions stay in full force and effect (Section 5).
  • Executive Order No. 112 (s. 2020) is deemed repealed once all areas of the country are placed under the ALS (Section 6).
  • All other orders, rules, regulations, issuances, or parts inconsistent with Executive Order No. 151 are repealed, amended, or modified accordingly (Section 6).

Effectivity and publication

  • Executive Order No. 151 takes effect immediately upon publication in the Official Gazette or in a newspaper of general circulation (Section 7).
