The Tulong-Trabaho Fund

Eligibility Criteria

Implementation Mechanism

- Industry boards submit trainee lists to TESDA Regional Directors.
- Regional Directors, with Technical Committees, assess and forward qualified recipients for approval.

Roles of TESDA Board
- Policy formulation and fund management.
- Receive and allocate donations.
- Approve qualified beneficiary criteria and list of STPs.
- Conduct periodic evaluations and audits of funded schools/training centers.
- Publish annual reports on fund utilization, beneficiaries, and program performance.
- Monitor and evaluate program implementation periodically.
Roles of TESDA Secretariat
- Recommend STPs for funding.
- Assess and update qualified recipients.
- Guide recognition of industry boards.
- Maintain public registries of schools, centers, beneficiaries, and graduates.
- Develop and improve TVET programs and support systems.
- Ensure quality in training, assessment, and certification.
- Develop modalities for employed workers.
- Encourage industry and local government participation.
Oversight Committee
- A Joint Congressional Oversight Committee comprising members from the House and Senate Committees on education and labor.
- Has power to monitor and review program implementation and fund disbursement.
- Secretariat support drawn from relevant House and Senate committee secretariats.
- Funding for committee expenses from appropriations of House and Senate.
Policy Issuance and Legal Provisions
- TESDA Board to issue necessary policies and guidelines for effective IRR implementation.
- Separability clause ensures invalid provisions do not affect the rest of the IRR.
- TESDA Board may review or amend IRR as needed.
- Repealing clause invalidates laws or rules inconsistent with the Act and IRR.
