Establishment of the National Cultural Shrine

  • Existing laws and projects related to these cultural institutions are amended to place them under the Shrine’s jurisdiction and the Commission’s oversight.
  • This provision does not preclude the construction of other Rizal memorials.

Sale of Publications and Revenue Use

  • Publications, stamps, medals, and similar items issued by the Commission shall be sold on a non-profit basis.
  • Proceeds from these sales are immediately available to the Commission to support its activities until its work concludes.

  • The Commission membership includes key government officials, cultural and educational leaders, and five renowned Rizalists.
  • Members include:
    • Secretary of Education (Chairman)
    • Secretary of Finance (Co-Vice Chairman)
    • Supreme Commander of the Order of the Knights of Rizal (Co-Vice Chairman)
    • Chairpersons of Education Committees of Senate and House
    • President of the University of the Philippines
    • Chairman of UNESCO National Commission
    • Director of Public Libraries and Chairman of Philippine Historical Committee
    • Directors of Public and Private Schools
    • Five notable Rizalists from cultural, education, and civic groups
  • The Commission must present an annual activity and accomplishment report to Congress fifteen days prior to the regular session.

Fund Management and Reversion

  • Appropriated funds are placed at the disposal of the Jose Rizal National Centennial Commission established by Executive Order No. 52 dated August 10, 1954.
  • Any unexpended funds after the Commission completes its work and dissolves shall revert to the National Treasury.

Effectivity Clause

  • The Act becomes effective immediately upon approval.
