Appropriation for Coffee and Cacao Development

Section 1 appropriates PHP 180,000 for the procurement and propagation of coffee and cacao seeds and seedlings.
The appropriation is made for distribution at cost to planters in the Philippines.
The appropriation is sourced from any fund available in the National Treasury of the Philippines not otherwise appropriated.
The appropriation is expressly intended to finance the project activities described under Section 1, including procurement and propagation for seedling distribution.

Section 2 establishes a special fund called the Coffee and Cacao Development Fund.
Section 2 requires that proceeds from the sale of coffee and cacao seeds and seedlings accrue to this Coffee and Cacao Development Fund.
Section 2 makes the fund available to the Director of Plant Industry to finance the project defined in Republic Act No. 1342.

Section 1 covers procurement and propagation of coffee and cacao seeds and seedlings intended for distribution at cost.
The distribution at cost is for planters in the Philippines.
Section 1 centers administration and implementation through the Bureau of Plant Industry.

Section 2 authorizes the Director of Plant Industry to use the Coffee and Cacao Development Fund to finance the project defined in Republic Act No. 1342.
Section 1 directs the Bureau of Plant Industry to advance the coffee and cacao development program of the National Agricultural Council using the appropriation.

Section 1 limits the appropriation’s source to funds available in the National Treasury that are not otherwise appropriated.
