Appropriations and tax-exempt compensation
- Section 1 appropriates PHP 90,000 from the National Treasury for compensation to the heirs of mass demonstration victims Ricardo Alcantara, Fernando Catabay, Felicisimo S. Roldan, Bernardo Bausa, Jesus Mejia and Leopoldo Inelda, all deceased.
- Section 1 limits eligibility to the victims who were killed during the mass demonstration of students on January thirty, nineteen hundred and seventy (January 30, 1970).
- Section 1 requires payment in equal shares: PHP 15,000 each to the heirs of Ricardo Alcantara, Fernando Catabay, Felicisimo S. Roldan, Bernardo Bausa, Jesus Mejia, and Leopoldo Inelda.
- Section 1 exempts the compensation amounts from all kinds of taxes.
General compensation fund and eligibility conditions
- Section 2 authorizes the appropriation of PHP 500,000 for compensation for deaths and injuries sustained in the course of, or as a result of, a public demonstration, rally, protest march, assembly or mass action.
- Section 2 requires the victim, at the time of death or injury, to have been not engaged in the commission of any unlawful acts.
- Section 2 sets the death compensation at PHP 12,000.
- Section 2 sets the injury compensation as the actual medical and hospitalization expenses incurred, but capped at PHP 12,000.
- Section 2 allows compensation only if the victim had an annual income of less than PHP 6,000, certified by the Bureau of Internal Revenue.
Filing and processing of claims
- Section 2 directs that claims under Republic Act No. 6399 shall be filed with and processed by the Department of Social Welfare.
