Distribution and Restrictions on Fund Usage

  • Distribution of funds is managed by the Director of Education, subject to approval by the Secretary of Public Instruction.

Criteria and Procedure for Fund Allocation to Provinces

  • Funds are allotted to provinces based on two criteria:
    • 50% according to population.
    • 50% according to average daily attendance in elementary schools during September of the preceding year.
  • Barrio schools must have adequate sites, suitable buildings, and meet the ordinary attendance requirements to qualify for funding.
  • If these requirements are not met by June 1, 1930, funds may be reallocated to barrios in other provinces as decided by the Director of Education with Secretary approval.

Effectivity

  • The provisions of this Act take effect starting January 1, 1930.
