Creation and Functions of the Project Management Staff
- Establishes a Project Management Staff as a special unit under the Office of the Secretary of Health.
- Responsible for implementing and supervising projects under the IBRD loan.
- Prepares and executes other development projects connected to the loan.
- Performs additional duties as assigned by the Secretary of Health.
- The staff’s existence is tied to the duration of the Project.
- Qualified personnel may be absorbed by the Department of Health upon Project completion.
Organizational Structure of the Project Management Staff
- The Secretary of Health may determine the organizational structure.
- Headed by an Executive Director appointed by the Secretary of Health.
- Includes technical, administrative, support staff, and consultants as necessary.
- Consultants may be from private sector or government agencies on consultancy, part-time, or detail basis.
- Consultants entitled to salaries, overtime pay, honoraria, or allowances fixed by the Secretary of Health regardless of existing laws.
Coordination of Work
- The Department of Health and the Population Commission must coordinate in Project implementation and execution.
Employment and Position Nature
- Positions in the Project Management Staff are exempt from civil service examination per R.A. No. 2260, as amended.
- Pending salary standardization, staff exempt from WAPCO rules and regulations.
- The Secretary of Health may delegate appointing authority to the Executive Director for Project personnel.
Contracting and Expenditure Procedures
- The Secretary of Health can contract Project implementation on an administration basis.
- Contract amounts limited to P400,000 each.
- Limited to projects with foreign loan support or linked to foreign-assisted projects.
- Advances, expenditures, and disbursements are exempt from typical government procurement laws and regulations.
Effectivity
- The provisions of this Decree take effect immediately upon issuance.
