Registration Periods and Requirements for Different Categories
- Aliens present during the approval of the Alien Registration Act (1950) aged 14+ had 120 days from September 15, 1950, to apply for registration and fingerprinting.
- Aliens entering after the Act approval aged 14+ staying 30 days or longer must immediately register and be fingerprinted upon entry, except those admitted for under 60 days.
- Parents or guardians must register alien children under 14 residing during the Act’s approval within 30 days.
- Aliens under 14 entering after the Act’s approval must be registered immediately, except temporary visitors staying less than 60 days.
- Parents or guardians must register alien children born in the Philippines within 30 days of birth.
Special Procedures for Registration of Newly-born Alien Children
- Filing application within 30 days of birth.
- Payment of filing fee of PHP 2.00.
- Registration officer notes payment details and returns receipt.
- Parents have 3 months from birth to submit photographs and meet other requirements.
- Registration is deemed effective as of the initial application filing date.
- Non-compliance results in penalties under the Alien Registration Act.
Document Submission Requirements
- Birth certificates required for native born children under 14 and alien individuals 14 years or older registering for the first time.
- Registration officers must note submitted birth certificates on Application Form AR No. 1.
Obligations Upon Reaching Age Fourteen and For Seamen
- Aliens turning 14 in the Philippines must register and be fingerprinted within 15 days after birthday.
- Bona fide seamen discharged in the Philippines who stay 30 days or longer must register and be fingerprinted immediately after discharge.
Late Registration Application and Requirements
- Aliens failing to register within 3 years after the prescribed period must submit additional documents:
- ACR and ICR/NBCR of parents if alive.
- Certified birth certificates of parents (if born in the Philippines).
- Marriage contract of parents if applicable.
- Death certificates if parents deceased.
- Applicant’s birth certificate.
- School records from primary to highest level attended.
- Family portraits, if available.
- Certification of residence from barangay official.
- Employment certificate if employed.
- Affidavits from two disinterested persons verifying continuous residence.
- Other documents establishing continuous residence since birth.
- Parents and applicant must submit to investigation or interview.
- Applications for late registration are subject to background checks by Intelligence Division.
- An overtime fee of PHP 1,000.00 is required upon filing late registration application.
