Legislative Interaction and Accountability
- Secretaries may be summoned to either House of the Legislature.
- They have the right to be heard to report on departmental matters unless public interest dictates otherwise, as stated in writing by the Governor-General.
Department of the Interior: Control and Supervision
- Maintains control over matters concerning non-Christian tribes, Philippine General Hospital, Boards of Pharmaceutical, Medical, and Dental Examiners.
- Oversees the Executive Bureau, provinces and cities governed by special laws, Philippine Constabulary, and any other executive functions assigned by law.
Department of Public Instruction: Control and Supervision
- Holds control over the Bureau of Education, Philippine Health Service, and Quarantine Service.
Department of Finance: Authority and Oversight
- Exercises control over the Bureau of Customs, Bureau of Internal Revenue, Bureau of the Treasury, and Bureau of Printing.
- Supervises banks, banking transactions, coinage, currency, and authorized fund investments.
Department of Justice: Jurisdiction and Responsibilities
- Controls the Bureau of Justice, Board of Public Utility Commissioners, Code Committee, Courts of First Instance and inferior courts.
- Oversees the Philippine Library and Museum, Bureau of Prisons, and other assigned functions.
Department of Agriculture and Natural Resources: Scope of Functions
- Supervises the Bureau of Agriculture, Bureau of Forestry, Bureau of Lands, colonies and plantations on public lands.
- Responsible for the Bureau of Science, Weather Bureau, and matters relating to hunting, fisheries, sponges, and other sea products.
Department of Commerce and Communications: Offices and Duties
- Manages the Bureau of Public Works, Bureau of Posts, Bureau of Supply, Bureau of Labor, Bureau of Coast and Geodetic Survey.
- Also administers other functions that may be assigned by law.
Repealing Provisions
- Repeals Sections 95 to 99 of the Administrative Code and any inconsistent laws or parts thereof.
Effective Date
- The Act takes effect immediately upon approval on November 18, 1916.
