Provincial Fiscals for Mindanao and Sulu

Section 1 amends Section 3 of Act No. 2878 to ensure that insular government departments, bureaus, and offices exercise the same jurisdiction and duties over provinces previously included in the late Department of Mindanao and Sulu.
Section 2 requires the creation of provincial fiscal positions in each province of the former Department of Mindanao and Sulu.
Provincial fiscal compensation applies specifically to the provinces named in Section 3: Davao, Sulu, Zamboanga, Agusan, Bukidnon, Cotabato, and Lanao.

Section 1 amends Section 3 of Act No. 2878 by striking out the proviso so that Section 3 reads: insular government departments, bureaus, and offices exercise the same jurisdiction and are charged with the same duties relating to their branches in all provinces formerly included in the Department of Mindanao and Sulu.
Section 2 ties the fiscal appointments to the positions created by Section 3 of Act No. 2878, by abolishing the additional Bureau of Justice positions created thereunder.
Act No. 2942 implements an administrative adjustment by replacing abolished Bureau of Justice positions with provincial fiscal offices for the affected provinces.

Section 2 abolishes the additional positions in the Bureau of Justice created by Section 3 of Act No. 2878.
Section 2 replaces those abolished positions with a provincial fiscal in each province of the former Department of Mindanao and Sulu.

Section 2 provides that each provincial fiscal must be qualified and appointed in the same manner as the fiscals of the regularly organized provinces.
Section 2 establishes the provincial fiscal as the responsible prosecutorial official for the provinces covered by the former Department of Mindanao and Sulu.

Section 3 fixes the provincial fiscal salary of Davao, Sulu, and Zamboanga at four thousand pesos per annum each.
Section 3 fixes the provincial fiscal salary of Agusan, Bukidnon, Cotabato, and Lanao at three thousand pesos per annum each.

Section 1 restores the regular jurisdictional scheme by removing the proviso from Section 3 of Act No. 2878, thereby charging insular government offices with the same duties in the former Department of Mindanao and Sulu provinces.
Section 2 completes the structural reorganization by abolishing Bureau of Justice positions and establishing provincial fiscals with salaries set in Section 3.
Section 4 makes the Act effective immediately upon approval.
