Effectivity timing and governing rules
- Section 1 fixes the effectivity of “The Land Registration Act” at February 1, 1903.
- Section 1 keeps the prior law in force for January 1903, including the first day thereof, for the stated registration-related subjects.
- Section 1 ensures a transition between the prior legal regime and the revised effectivity of Act No. 496.
Expedited legislative procedure
- Section 2 declares that the public good requiring the speedy enactment of the Act justifies an expedited legislative process.
- Section 2 directs that passage be expedited consistent with Section 2 of “An Act prescribing the order of procedure by the Commission in the enactment of laws,” passed September 26, 1900.

- Section 3 provides that the Act takes effect on its passage.
